Hotels and serviced accommodation: choosing with care
A hotel booking is a promise about a particular room, price and set of dates. This page explains how star ratings, fee rules and cancellation terms work in each market, and how Top8Reviews will assess hotels.

What hotels do
Hotels sell a perishable product: a specific room on specific nights. That makes the booking terms as important as the building. Two stays at the same headline rate can end up far apart once mandatory resort or facility fees, local taxes, deposits and cancellation deadlines are counted. Classification differs too. Abu Dhabi grades hotels against published government manuals, England relies on quality schemes run by VisitEngland and the AA, and a booking site may show stars that follow neither. Serviced apartments, guest houses and holiday homes are often compared with hotels, yet their licences, house rules and service levels can be quite different.
Top8Reviews will judge hotels on evidence a guest can test: whether the first price shown matches the final bill, whether a classification claim checks out with the body that issued it, how accessible rooms are described and held, and how complaints and cancellations are handled. Every price or availability point recorded in an assessment carries the date it was observed, because room rates move daily. Customer reviews will sit beside the editorial assessment, never blended into it, and no hotel can pay to change its position.
Rooms with restaurants, room service, daily housekeeping and often meeting or leisure facilities, usually with a front desk staffed around the clock.
Fewer facilities for a lower rate; check what is left out, such as breakfast, daily cleaning or luggage storage.
Self-contained units with kitchens and hotel-style cleaning for longer stays; in the UAE they are graded separately from hotels.
Destination properties with pools, beaches or activities, where any compulsory resort fee belongs in the total price under US and UK rules.
Smaller properties with few rooms, where house rules, check-in times and accepted payment methods deserve a close read.
Short-stay homes and flats run like hotel units; Abu Dhabi regulates them through a holiday homes permit from its tourism department.
Room blocks for weddings, conferences and teams, governed by contracts with deposit, attrition and release dates.
What to check in your market
Rules differ by country. Choose a market to see the licences, registers and complaint routes that apply there.
United States
Since 12 May 2025 the Federal Trade Commission's Rule on Unfair or Deceptive Fees has applied to short-term lodging, including hotels, vacation rentals, travel agents and booking platforms. A mandatory resort fee must form part of the total price, and that total has to be shown more prominently than other pricing. Taxes and government charges may be left out of the advertised figure but must be disclosed before you pay. Under the Americans with Disabilities Act, hotels must let guests reserve accessible rooms in the same way as other rooms and describe accessible features in enough detail to judge them.
Compare the advertised total with the amount at checkout; a mandatory resort or facility fee belongs in that total under the FTC fees rule.
ftc.govIf you need an accessible room, ask for a description of its features and confirmation that the specific room is blocked for your reservation.
ada.govAsk before paying which taxes or government charges will be added, since the rule lets hotels show them separately ahead of payment.
ftc.govReport a hotel or platform that hides compulsory fees through ReportFraud.ftc.gov, as the FTC's consumer guidance invites.
consumer.ftc.gov
Raise billing problems with the hotel in writing and keep the confirmation that shows the total you were offered. If a mandatory fee was hidden until checkout, tell the Federal Trade Commission, which enforces the fees rule, and keep screenshots of each price shown. Problems with booking or receiving an accessible room fall under the ADA Title III regulations on reservations made by places of lodging.
United Kingdom
In England, hotel star ratings come from quality schemes. VisitEngland assessors make a mystery overnight stay or an announced daytime visit before agreeing a rating, and the AA rates accommodation under standards agreed with the UK tourist authorities. Since April 2025 the Digital Markets, Competition and Consumers Act 2024 has banned drip pricing and fake reviews, and the Competition and Markets Authority can now fine firms directly. Its guidance says the price in an invitation to purchase should include unavoidable charges, naming resort fees and taxes as examples.
When a listing quotes a VisitEngland star rating, contact VisitEngland Assessment Services to confirm it is current for that property.
visitengland.comCheck that the first price shown includes mandatory local charges and taxes; the CMA treats fees revealed later in the booking as illegal drip pricing.
gov.ukAsk an AA-rated hotel when it was last inspected, since the AA assesses against standards shared with the UK tourist authorities.
aahospitalityservices.co.ukPay by credit card where the stay costs between GBP 100 and GBP 30,000, so section 75 can help if the hotel fails to deliver.
financial-ombudsman.org.uk
Complain to the hotel first, with photos and your booking confirmation. If you paid by card, ask your card provider to act under section 75 or a chargeback. If the provider rejects your claim or does not reply within eight weeks, the Financial Ombudsman Service can review it. Misleading prices and fake reviews breach rules that the Competition and Markets Authority enforces.
UAE & GCC
Abu Dhabi's Department of Culture and Tourism grades hotels, hotel apartments and resorts from one to five stars, combining mandatory rating, scoring and benchmarking with guest experience and sentiment indices. In Dubai, hotel establishments collect a Tourism Dirham fee for every occupied room night, at a rate set by their classification category. UAE consumer protection law gives consumers the right to pay the declared price and requires dated invoices. In Saudi Arabia, the Ministry of Tourism licenses hospitality facilities, which must give guests a price list in Arabic and English that includes all fees and taxes.
In Abu Dhabi, read the Department of Culture and Tourism classification manuals to see what a star level requires before paying more for it.
dct.gov.aeIn Dubai, ask whether the quoted rate includes the Tourism Dirham, and check how it appears on the final invoice.
dlp.dubai.gov.aeIn Saudi Arabia, confirm the property holds a Ministry of Tourism licence and keep the reservation document setting out cancellation and refund terms.
cdn.mt.gov.saAsk for a dated invoice at checkout, which UAE consumer law requires, and keep it with your booking confirmation.
u.ae
In the UAE, take an unresolved hotel complaint to the consumer protection authority of the emirate: the Department of Economy and Tourism in Dubai through consumerrights.ae, or the Abu Dhabi Department of Economic Development. The federal ministry also accepts complaints on 800 1222. In Saudi Arabia, guests can complain to the Unified Tourism Center on 930.
International
When you book a hotel in another country, the law where the hotel trades, the booking platform's terms and your payment method all shape what you can recover. In the EU, the 14-day right to withdraw from distance purchases does not cover hotel bookings for specific dates, so the hotel's own cancellation policy governs. Compare rates in a single currency, note whether city taxes or service charges are included, and record the date you saw each price, because rates for the same room can change between one visit to a booking site and the next.
Note the free-cancellation deadline and its time zone, because EU cooling-off rights exclude hotel bookings for specific dates.
europa.euIf you add a flight in a separate booking, remember that plane tickets also fall outside the EU cooling-off period.
europa.euFor a dispute with a hotel in another EU country, Iceland or Norway, contact the European Consumer Centre where you live.
commission.europa.eu
Write to the hotel and, if you booked through a platform, to the platform as well, attaching screenshots of the price and terms you accepted. For hotels in the EU, Iceland or Norway, the European Consumer Centre in your country of residence can explain your rights and help settle a cross-border dispute.
How we assess hotels
These are the editorial criteria behind every hotel we rank, with the weight each carries in the editorial score. The editorial score makes up 60% of a ranking and adjusted customer ratings the other 40%, as set out in how we rank.
| Criterion | Weight | What we look at | Evidence we accept |
|---|---|---|---|
| Price and fee transparency | 25% | Whether the first price shown includes mandatory fees, and how clearly taxes, deposits and extras are set out. We weight it highest because fee rules now bind hotels in the US and UK. | Dated screenshots comparing advertised and checkout prices, booking confirmations and final invoices. |
| Licensing and classification | 15% | Whether the property holds the licence and classification its market requires, and whether any star claim matches the body that issued it. | Classification certificates, tourism licences, rating-scheme confirmations and public register entries where they exist. |
| Room and property standards | 20% | Cleanliness, maintenance, noise, bedding and how closely rooms match the photographs and descriptions used to sell them. | Assessor stays or visits, published classification criteria, dated photographs and consistent patterns in verified guest feedback. |
| Guest service and accessibility | 15% | Check-in, responsiveness, language support, and how accessible rooms and features are described, reserved and delivered. | Mystery contacts, accessibility descriptions compared with the room provided, and complaint response times. |
| Booking reliability | 15% | Whether reservations, room types and agreed requests are honoured, and how overbooking or relocation to another property is handled. | Booking records, written relocation policies and the outcomes of complaints about cancelled or changed reservations. |
| Value for the total cost | 10% | What the full price buys compared with similar properties in the same area for the same dates. | Like-for-like total price comparisons, each recorded with the date observed and the dates of stay. |
Before you hire
Questions to ask
- Is the price you quoted the total, including resort, facility or service fees, and which taxes will be added?
- What is the free-cancellation deadline, and in which time zone does it run?
- Which official body classified this property, and when was the rating last confirmed?
- Can you describe the accessible features of the specific room you are reserving for me?
- What deposit or card hold will you take at check-in, and when will it be released?
- If you cannot provide the room I booked, where will you move me and who pays the difference?
- Which charges, such as parking or breakfast, are optional and which are compulsory?
Red flags
- A headline nightly rate that grows at checkout through compulsory fees that were not shown at the start.
- Star ratings that no classification body or rating scheme can confirm for that property.
- Requests to pay by bank transfer to a personal account or through a messaging app.
- Photographs that match other listings exactly or show a different building.
- No written confirmation of the room type, dates, total price and cancellation terms.
- Countdown timers and scarcity claims alongside a price that changes each time you reload the page.
How pricing works
Hotels price per room per night, and rates move with demand, season and how far ahead you book. Flexible rates with free cancellation and prepaid non-refundable rates are often priced differently, so compare like with like. On top of the room sit mandatory charges, which US and UK rules now require in the headline total, and taxes or local fees that vary by city. Optional extras such as breakfast, parking and late check-out are priced separately and should be clearly marked as optional.
Every rate Top8Reviews records carries the date it was seen and the stay dates it applies to, because a price means little without both. Deposits and card holds are not charges but still tie up money, so assessments note how much is taken and when it is released. In Dubai, the Tourism Dirham varies with the hotel's classification, which is one reason two similar headline rates can produce different bills.
- Flexible rate
- Pay at the hotel or later, with free cancellation up to a stated deadline.
- Prepaid non-refundable
- Paid in full at booking, with no refund if plans change unless the terms say otherwise.
- Room with flight or extras
- Room sold with flights, transfers or meals; check whether package protection then applies.
- Long-stay rate
- Lower nightly prices for stays of weeks or months, offered by some serviced apartments and hotels.
- Group block rate
- Negotiated prices for a set number of rooms, with dates by which unused rooms must be released.

Questions about hotels
Do hotel star ratings mean the same thing in every country?
No. Each scheme sets its own criteria. Abu Dhabi's Department of Culture and Tourism classifies hotels from one to five stars against published manuals, and in England VisitEngland and the AA assess the properties that join their schemes. Stars shown on a booking site may have been assigned by the site itself. Ask which body issued the rating and when it was last confirmed.
Can a US hotel still charge a resort fee?
Yes. The FTC rule does not ban any particular fee or pricing strategy. Since 12 May 2025, though, a mandatory resort fee must be included in the total price shown, and that total must be more prominent than other pricing information. Taxes and government charges can be shown separately as long as they are disclosed before you are asked to pay.
Can I cancel a hotel booking made online within 14 days?
Not as of right in the EU. The 14-day cooling-off period for distance purchases excludes hotel bookings for specific dates, so the hotel's own cancellation policy decides. Before booking, check whether the rate is flexible or non-refundable, note the deadline and its time zone, and keep a copy of the terms you accepted.
Are serviced apartments regulated like hotels?
In the UAE they sit within hotel classification. Abu Dhabi grades hotel apartments under its own manual, and Dubai sets the Tourism Dirham for hotel apartments by grade. In other markets, check what kind of contract you are signing, how the deposit is held, and which cleaning and services are included in the price.
How will Top8Reviews rank hotels?
Rankings will publish market by market once hotels have been assessed against the criteria on this page. Price transparency carries the most weight, followed by room standards. Customer reviews will appear separately from the editorial score, every price will carry the date it was recorded, and no hotel can pay for a higher position.
