What plumbers do
Plumbers install and repair the pipes, fixtures and appliances that bring water into a home and carry waste away. Many also fit boilers, radiators and water heaters, and some work on gas supplies. That spread matters, because the legal bar rises with the risk: a tap washer needs no paperwork, while gas appliance work in British homes must be done by a registered engineer and a new heating system in England falls under building regulations. Before hiring, match the person to the specific job rather than to the trade name on the van.
Emergencies shape this trade. Leaks and boiler breakdowns rarely leave time for three quotes, so call-out fees, out-of-hours rates and minimum charges deserve a question before anyone sets off. Planned work, such as a bathroom refit or a heating upgrade, leaves room to compare written quotes, check registration and agree who applies for permits or approvals. Top8Reviews assesses plumbing businesses on verifiable credentials, workmanship evidence, response reliability and price clarity, and it keeps customer reviews apart from that editorial assessment.
Finding and fixing leaks, burst or frozen pipes and failed joints, often as urgent call-outs where speed and a clear attendance charge both matter.
Installing, servicing and repairing boilers, radiators and controls. In Great Britain, work on gas appliances in homes requires a Gas Safe registered engineer.
Fitting baths, showers, basins, toilets and appliance connections, including new pipe runs. A new bathroom involving plumbing in England may need building regulations approval.
Clearing blocked drains, toilets and waste pipes, and repairing or replacing traps, soil stacks and outside drainage runs.
Installing and maintaining hot water cylinders, tanks and water heaters, jobs that can bring gas, electrical and building rules into play together.
Running or altering gas pipework and fitting cookers, hobs or fires. Ask which registration or licence covers gas where you live before work starts.
Annual gas safety checks for rented homes in Great Britain, producing a record that landlords must give existing tenants within 28 days.
What to check in your market
Rules differ by country. Choose a market to see the licences, registers and complaint routes that apply there.
United States
Plumbing is licensed state by state, and some cities add their own rules, so the law where the property sits is what counts. The Texas State Board of Plumbing Examiners licenses plumbers, who must carry their licence cards on the job. In California, the Contractors State License Board raised the exemption for unlicensed minor work from USD 500 to USD 1,000 on 1 January 2025, but it never covers work needing a permit or hired workers. New York City allows only licensed plumbers to repair plumbing and fuel gas piping systems.
In Texas, verify the plumber's licence and insurance on the Board of Plumbing Examiners' public licence search, and ask to see the licence card on site.
tsbpe.texas.govIn California, search the Contractors State License Board's Check a License tool by licence number or business name, and read any complaint disclosure.
cslb.ca.govFor a small California job from an unlicensed handyperson, confirm no permit is needed and nobody else will be hired; otherwise a licence is required.
cslb.ca.govIn New York City, confirm the plumbing permit is filed in DOB NOW: Build, where the owner must approve the filing.
nyc.govAsk your city building or permitting office whether the job needs a permit and inspection, and agree in writing who will obtain it.

Raise the problem with the business in writing first. State licensing boards, such as the Texas State Board of Plumbing Examiners, accept complaints about licensees. State consumer protection offices, listed on USAGov, handle business complaints and fraud. Small claims court suits modest money disputes; in California, individuals can generally sue for up to USD 12,500 and cannot be represented by a lawyer in court.
United Kingdom
Anyone employed to work on gas appliances in homes in Great Britain must be a Gas Safe registered engineer. In England, installing or replacing a heating system, adding radiators or fitting a bathroom that involves plumbing can need building regulations approval, unless the installer belongs to a competent person scheme and self-certifies the job. WaterSafe, a national accreditation body for plumbers, lists approved contractors who issue certificates of compliance. Landlords must arrange a gas safety check every 12 months and keep the record for two years.
Ask to see the engineer's Gas Safe Register ID card and read the back, which lists the gas work they are competent to carry out.
hse.gov.ukFor heating, radiator or new bathroom work, ask whether the installer will self-certify through a competent person scheme or apply for building regulations approval.
gov.ukAgree that you will receive the compliance certificate, which a registered installer should give you within 8 weeks of completing notifiable work.
gov.ukSearch WaterSafe by postcode for approved plumbers, whose certificates of compliance show the work meets legal requirements.
watersafe.org.ukLandlords should book a Gas Safe registered engineer for the annual check and give each existing tenant a copy of the record within 28 days.

Put the complaint to the business in writing first. Competent person schemes run complaints procedures and offer insurance-backed warranties when registered work goes wrong. In England, the Citizens Advice consumer service, on 0808 223 1133, advises on consumer problems and can pass complaints to Trading Standards, which you cannot do yourself.
UAE & GCC
UAE businesses trade under economic licences issued by emirate-level authorities, such as Dubai's Department of Economy and Tourism and the Abu Dhabi Department of Economic Development. Licence records, including registered activities, can be checked through channels listed on the UAE government portal. Federal consumer protection rules cover services as well as goods. Where a plumbing job in Abu Dhabi includes electrical installation work, such as new fixed cabling for a water heater, only an electrical contractor approved by the distribution company may carry that part out.
Use the licence search channels on the UAE government portal to confirm the business licence is current and that its registered activities cover plumbing.
u.aeIn Abu Dhabi, if the job needs new fixed cabling or switchgear, confirm that part will be done by a contractor holding a distribution company competency certificate.
addc.aeBefore work starts, note the Ministry of Economy and Tourism consumer line, 800 1222, and keep the quote, invoice and photos together.

If a plumbing job goes wrong, give the business a chance to put it right and keep written evidence. Unresolved disputes can go to the Ministry of Economy and Tourism, which takes consumer contacts on 800 1222 and by WhatsApp. UAE consumer protection includes a right to fair compensation for damage to you or your property caused by a service.
How we assess plumbers
These are the editorial criteria behind every plumber we rank, with the weight each carries in the editorial score. The editorial score makes up 60% of a ranking and adjusted customer ratings the other 40%, as set out in how we rank.
| Criterion | Weight | What we look at | Evidence we accept |
|---|---|---|---|
| Licensing and registration | 25% | Whether the business and its engineers hold the registrations each job requires, such as gas registration or a state plumbing licence, and whether those cover the specific work offered. | Public register entries, licence numbers matched to named staff, competent person scheme membership and current insurance documents. |
| Workmanship | 20% | Evidence that installations and repairs meet regulations and last, including the compliance certificates issued and how call-backs for faulty work are handled. | Compliance and building regulations certificates, inspection outcomes, workmanship warranties and dated photos of completed jobs. |
| Response and attendance | 20% | How dependably the business turns up when promised, especially for leaks and heating failures. We weight this highly because delays during a leak can add water damage. | Stated response windows, out-of-hours availability, attendance records where available and patterns in verified customer reviews. |
| Price and scope clarity | 15% | Whether call-out fees, hourly rates, parts mark-ups and minimum charges are stated before work begins, and whether quotes describe the job in writing. | Published rate cards, sample written quotes, terms on deposits and cancellations, and how changes to the agreed job are approved. |
| Customer care | 10% | Clarity of communication, tidiness on site, plain explanations of what was found and fixed, and how complaints are answered. | Complaint handling policy, response times to enquiries, aftercare information and the business's public replies to reviews. |
| Value for money | 10% | Whether pricing is fair for the work and materials, judged against comparable local quotes rather than the lowest figure available. | Quote comparisons for defined jobs, clarity on parts pricing and what is included, such as disposal, testing and certification. |
Before you hire
Questions to ask
- Which registration or licence covers this exact job, and can I see the card or number before you start?
- Is there a call-out fee, and how are labour and parts charged once you arrive?
- Will this work need building regulations approval or a permit, and who arranges it?
- Which certificate or record will I receive when the job is finished?
- Who will actually do the work, and will any subcontractors be involved?
- What warranty do you give on workmanship, and how do I report a problem afterwards?
- Does your insurance cover accidental damage to my property during the job?
Red flags
- A gas engineer who cannot produce a current Gas Safe Register ID card, or whose card does not cover the appliance concerned.
- Pressure to pay the full price, or to pay only in cash, before any work begins.
- Verbal quotes only, or a refusal to put the scope and price in writing.
- Claims that permits or approvals are unnecessary for new heating, gas or bathroom work.
- No licence details, no physical business address and an unmarked vehicle.
- A quote far below every other quote with no explanation of what has been left out.
How pricing works
Plumbers usually charge in one of three ways: an hourly or half-day labour rate plus parts, a call-out fee that may include the first period of labour, or a fixed price for a defined job such as replacing a boiler or cylinder. Emergency and out-of-hours visits are often charged at higher rates. Because rates differ by area and by urgency, compare written quotes for the same scope rather than headline hourly figures.
Ask what the price includes: parts, removal of old units, flushing or testing, certification and any building control notice. The Texas State Board of Plumbing Examiners advises getting a detailed written estimate before work begins and not paying entirely up front. For larger jobs, link stage payments to completed work rather than to calendar dates.
- Hourly rate plus parts
- Labour billed by the hour or part hour, with parts added at cost or with a stated mark-up.
- Call-out fee
- A charge for attending, sometimes including the first period of labour, and often higher at night, at weekends and on public holidays.
- Fixed-price job
- One agreed price for a defined task, such as fitting a cylinder or replacing a radiator, with exclusions listed.
- Service plan
- A recurring fee covering an annual boiler service and some repairs; check exclusions, cancellation terms and call-out limits.

Questions about plumbers
Can any plumber work on my gas boiler in the UK?
No. In Great Britain, anyone employed to work on gas appliances in a home must be a Gas Safe registered engineer. Registration on its own is not the whole answer: the back of each engineer's ID card lists the gas work they are competent to do, so check that the boiler or appliance type is covered before work starts.
Do I need a permit to replace a water heater in the US?
Often, but it depends on the city or county as well as the state. The Texas State Board of Plumbing Examiners notes that local municipalities often require permits and inspections regardless of who performs the work. Ask the plumber who will obtain any permit, and check with your local building department before the old heater comes out.
How do I check a plumbing business in Dubai or Abu Dhabi?
Start with the trade licence. The UAE government portal lists the channels for checking licences, including Dubai's Department of Economy and Tourism search and the Abu Dhabi economic licence enquiry on TAMM. Confirm the licence is current and that its registered activities match the job. If the work includes new wiring in Abu Dhabi, that part needs an approved electrical contractor.
What is a WaterSafe approved plumber?
WaterSafe is a free online directory and national accreditation body for qualified plumbers in England, Scotland, Wales and Northern Ireland. Its approved contractors issue certificates of compliance showing that their work meets legal requirements, and the directory can be searched by full or partial postcode.
Should I pay a plumber a deposit before work starts?
Tie any deposit to materials that must be ordered, keep it modest and make sure the quote is in writing first. The Texas State Board of Plumbing Examiners warns against paying entirely up front and against anyone who demands cash only. Pay by a traceable method, and keep receipts with the rest of the job record.
