What these services have in common

This group covers businesses that sell stays, trips and experiences: hotels and serviced accommodation, travel agencies including online agencies, and tour operators running guided tours and activities. They share three traits. You usually pay before you receive anything, sometimes months ahead. Prices and availability change from day to day. And the business you pay is not always the one that delivers the service, so knowing who is responsible for each part of the trip matters as much as the price you are quoted.

The rules vary by market. In the US, a federal rule requires lodging sellers to show total prices including mandatory fees, while several states, Florida among them, register sellers of travel. The UK relies on package travel regulations, ATOL protection for flight-inclusive trips and consumer law. In the UAE, emirate-level tourism bodies license businesses and Abu Dhabi classifies hotels from one to five stars. Cross-border bookings add questions of governing law, currency and which complaint route is open to you.

Compare the total, not the headline

In the US, the Federal Trade Commission's fees rule requires hotels and other lodging sellers to include mandatory fees in the total price. In the UK, the Digital Markets, Competition and Consumers Act 2024 requires unavoidable charges in the price shown at the outset. Compare like with like, in one currency, and note the date of each quote.

Know who holds your money

Find out which company takes your payment and what happens if it fails. UK flight-inclusive packages carry Air Travel Organisers' Licensing (ATOL) protection, EU package organisers must protect payments against insolvency, and Florida asks sellers of travel for proof of assurance such as a surety bond. Ask for the name of the protection scheme in writing.

Licences and ratings are local

A star rating or an operator's licence means something only when you know who issued it. Abu Dhabi's tourism department classifies hotels against published manuals, and Florida registers sellers of travel each year. Check the claim with the issuing body, or ask the business for its certificate and the date it was granted.

Dated evidence, separate voices

Rates and availability move daily, so every price Top8Reviews records carries the date it was observed and the travel dates it covers. Editorial assessments and customer reviews are shown separately, never merged into one number, and no travel business can pay to improve its ranking or its score.

Common questions

Which travel rules changed recently?

Several. The US Federal Trade Commission rule on hotel and other lodging fees took effect on 12 May 2025. The EU amended its Package Travel Directive with Directive (EU) 2026/1024, which member states have 28 months to transpose. In the UK, amendments to the package travel regulations take effect on 6 April 2027 and remove linked travel arrangements.

Does Top8Reviews rank travel businesses yet?

Not yet. This phase publishes category guides and the criteria each business will be judged on. Rankings will follow market by market once the editorial team has assessed real hotels, agencies and operators against those criteria, with the assessment date shown on every ranking.

Are star ratings and licences the same thing?

No. A licence allows a business to operate, while a classification or star rating describes its standard. In Abu Dhabi, the Department of Culture and Tourism handles both, but elsewhere ratings may come from voluntary schemes or from booking sites themselves. Check which body stands behind each claim before you rely on it.

What changes when I book across borders?

Your rights then depend on where the business is based and the law named in its terms. EU package rules protect travellers buying packages from EU organisers. Before paying, check the trading name, address, currency and cancellation terms, and keep dated screenshots of the offer you accepted.
