What these services have in common

This group serves organisations buying expertise they rarely keep in-house: a studio to build a website, a software house or engineering team to create an application, a specialist to apply artificial intelligence to a process, or a provider to keep computers, networks and user accounts running. What these suppliers share is access. They handle code, passwords and often personal data, so the quality of their contracts and security habits deserves as much scrutiny as their technical skill or their price.

The legal ground differs by market. In the UK, company directors have had to verify their identity with Companies House since 18 November 2025, and the data regulator, now the Information Commission (ICO), confirmed in June 2026 that every data protection provision of the Data (Use and Access) Act 2025 is in force. The UAE applies a federal personal data law, while the Dubai International Financial Centre (DIFC) and Abu Dhabi Global Market (ADGM) keep their own regimes. Cross-border hiring adds questions of governing law and enforcement.

Confirm the legal entity first

Before sharing system access or paying a deposit, check the supplier on the official company register or licence record where it trades. In the UK, Companies House now requires directors to verify their identity; in the UAE, licences can be checked through the National Economic Register or the issuing emirate. A trading name on a website is not the party you can hold to a contract.

Settle ownership and data terms early

Code, configurations, documentation and any data the supplier builds for you should be owned by you, or licensed on terms written before work starts. Where a supplier touches personal data, a processing agreement belongs in the same contract. In the UAE the applicable regime may be federal law, the DIFC's law or ADGM's regulations, depending on where each party is registered.

Treat testimonials as claims to verify

Since October 2024 a US Federal Trade Commission (FTC) rule has prohibited fake reviews and undisclosed insider testimonials, and the UK banned posting or commissioning fake reviews in April 2025. Those rules deter abuse but cannot prove any single quote is genuine, so ask for references you can call and live work you can inspect.

Plan the exit before the start

Technology contracts outlast the people who sign them. Agree how credentials, code, data exports and documentation will be handed back, how much notice either side must give, and which court or arbitration forum settles disputes. A supplier that resists writing down its exit terms is telling you how a difficult ending would go.

Common questions

Does Top8Reviews rank technology suppliers yet?

Not yet. This phase publishes category guides and the criteria the editorial team will use. Rankings will appear market by market once real businesses have been assessed against those criteria. Customer reviews will be displayed separately from editorial scores rather than blended into one number, and no business can pay to change its organic position.

What do the technology categories have in common?

Each involves giving an outside supplier access to systems, data or accounts the business relies on. That shared exposure is why every technology page weighs security, ownership of work and contract clarity alongside quality and price. The emphasis shifts by category: accessibility features strongly for websites and engineering practice for software, while AI services and IT support raise their own questions about data use and response times.

Can I hire a technology supplier based in another country?

Yes, but agree the governing law and dispute forum in writing first, along with data transfer safeguards, payment milestones and overlapping working hours. Treaties help with enforcement: the 2019 Hague Judgments Convention entered into force for the UK on 1 July 2025, so UK judgments can be recognised and enforced in other countries that have joined, and theirs in the UK.
