What these services have in common

The finance group covers three services that most small businesses and many individuals buy at some point: accountants for tax returns, annual accounts, audit and advice; bookkeepers for the day-to-day records and payroll; and business finance brokers who arrange loans, asset finance and invoice finance. They share a feature that sets them apart from most service categories. A mistake rarely shows up straight away, and when it does, the tax penalty, missed filing or costly loan usually lands on the client rather than the provider.

Regulation follows the activity, not the label. In the UK, the title accountant is unprotected, yet HM Revenue & Customs expects tax agents to register under the money laundering rules. In the US, Certified Public Accountants hold state licences and the Internal Revenue Service sets the rules for paid tax preparers. In the UAE, the Ministry of Economy and Tourism licenses Chartered Accountants under a 2023 decree-law, and the Central Bank's conduct rules for small business customers took effect in September 2026. Each category page explains these rules market by market and lists the registers to search.

Verify the credential, not the title

The same word means different things in each market. Accountant is not a protected title under UK law, a US Certified Public Accountant licence comes from a state board, and in the UAE only Ministry licence holders may use the designation Chartered Accountant. Search the issuing body's own register for the named person or firm, and match the credential to the task in hand.

Keep control of logins and payments

A provider should work through its own access rather than yours. HM Revenue & Customs states in its standard for agents that agents must never ask clients to share their sign-in details for its online services. Grant delegated user rights instead, keep the final approval of payments inside the business, and remove access promptly when an engagement ends.

Remember who carries the liability

Outsourcing the work does not outsource the legal duty. The Internal Revenue Service says employers remain ultimately responsible for the income tax withheld from wages, even when a third party handles the deposits. Returns, filings and loan agreements stay the business's own obligations, so keep copies of everything filed or signed and check the authority's records yourself.

Match the protection to the product

Redress depends on the service and on who the customer is. The Financial Conduct Authority states that its remit does not include lending to limited companies, while the Central Bank of the UAE's SME Customer Protection Regulation applies from 13 September 2026. Before signing, find out which regulator, ombudsman or professional body would hear a complaint.

Common questions

Do I need an accountant, a bookkeeper or a finance broker?

They do different jobs. A bookkeeper keeps the routine records and often runs payroll; an accountant turns those records into annual accounts and tax returns and advises on tax; a business finance broker looks for lending once the figures show what the business can afford. Small businesses often start with a bookkeeper and an accountant, and add a broker only when a specific funding need arises.

Does a register entry mean a regulator recommends the firm?

No. A register shows status, such as a licence, permission or supervision, on the date you search it. Regulators do not rate or endorse the firms they list, and HMRC's standard for agents tells agents not to imply that HMRC endorses them. Treat a register entry as a minimum condition, then judge quality, fees and service separately.

What changed for UK company directors in late 2025?

Identity verification with Companies House became a legal requirement from 18 November 2025 for directors and people with significant control, with a 12-month transition for existing companies to complete it. People can verify directly through GOV.UK One Login or ask an Authorised Corporate Service Provider, such as an accountant registered with Companies House, to verify them.

How does Top8Reviews assess finance providers?

Each finance category has its own published criteria and weights, because the risks differ: credentials matter most for accountants, timeliness and access controls for bookkeepers, and regulatory status and fee disclosure for brokers. Editorial assessments are kept separate from customer reviews, and no provider can pay for a ranking position.
